My coworker has been smoking weed in her car at brunch

Yesterday I had an appointment in the afternoon at 10:00 a.m.

with the medical professional.

I left work at 9:30, because the medical professional is right around the corner from my office. When I was coming back from the medical professional, it was brunch time. I grabbed a snack from a deli nearby & went back to the office. I was walking through the parking lot & I noticed one of my coworkers standing in her car. The woman who had already eaten. There was a half of a sandwich standing on the dashboard & a Dunkin Donuts Latte on the top of the car. I could see my co-worker & she was smoking weed in her car. The woman was clearly smoking a marijuana joint, she had all of the windows up so it was impossible to stink the joint, but I could see him clearly. I parked on the other side of the road but I had visible access to my coworker. I did not bother the woman at brunch, however later that afternoon I decided to confront him at work. The woman is new & there is no way that she should be smoking weed in the parking lot. I know that recreational marijuana is legal, however my friend and I cannot have employees smoking weed in the parking lot. The guy’s going to have to figure out some other way to get high when she is at work if it is a medical issue; Our customers cannot stink marijuana in the office.
